<p>The group that is powering a proposed constitutional amendment to legalize recreational cannabis in Florida is halfway to its goal of getting the measure on next year’s ballot.</p>
<p><a href="https://www.orlandoweekly.com/news/petition-for-recreational-marijuana-in-florida-reaches-420000-signatures-33672609?media=AMP+HTML">According to the News Service of Florida</a>, supporters of the proposed amendment “have submitted more than 420,000 valid petition signatures to the state,” and they will “need to submit at least 891,589 signatures to get on the ballot” in 2024.</p>
<p>“Last month, the committee topped a 222,898-signature threshold needed to trigger a crucial Florida Supreme Court review of the proposed ballot wording,” the News Service reported.</p>
<p>The group behind the effort, Smart and Safe Florida, is being heavily backed by the medical cannabis company Trulieve, which has a significant presence in the Sunshine State.</p>
<p>Smart and Safe Florida <a href="https://hightimes.com/news/newest-legalization-effort-in-florida-receives-5-million-in-support/">launched its campaign last summer</a>.</p>
<p>“We came into this with a mission to provide access to high-quality products that are safe and have an appropriate value proposition to give folks control over their—in the original days—medical journey,” Trulieve CEO Kim Rivers <a href="https://hightimes.com/news/newest-legalization-effort-in-florida-receives-5-million-in-support/">said</a> at the time. “I don’t think that changes here. I mean, in effect we are at our core about expanding the opportunity for access to safe legal product, which is what this would allow us to continue to do.”</p>
<p>Trulieve donated $5 million last summer when the campaign launched.</p>
<p><a href="https://www.orlandoweekly.com/news/petition-for-recreational-marijuana-in-florida-reaches-420000-signatures-33672609?media=AMP+HTML">According to the News Service of Florida,</a> the company “had spent $25 million as of the end of January on the Smart &amp; Safe Florida initiative.”</p>
<p>The amendment would legalize the possession and consumption of cannabis for adults in Florida aged 21 and older, and would also set the framework for a state-regulated pot industry. </p>
<p>Specifically, the measure would enable the state’s existing medical cannabis facilities to transition into recreational pot dispensaries.</p>
<p>Florida legalized medical cannabis in 2016.</p>
<p>“One of the interesting aspects here is that we do have [a] medical-cannabis market and we have hundreds of thousands of patients in Florida who are utilizing medical cannabis regularly. So our ability to reach out and to have more direct communication…is a bit unique from a positioning perspective,” Rivers said in the summer.</p>
<p>Activists in Florida have been stymied in their previous attempts to get marijuana legalization over the line, including most recently in 2021, when an initiative was blocked by the state Supreme Court.</p>
<p>“Every initiative has provided some level of learning,” Rivers said last year. “With this initiative, the authors have taken a hard look at the Supreme Court rulings surrounding the previous efforts and taken that into consideration. We believe it’s a very appropriate and narrowly focused amendment that does defer appropriately to the Legislature.”</p>
<p>With a growing population that ranks as the third largest in the country, Florida is a coveted potential market for cannabis investors.</p>
<p>“Florida is definitely a market of interest, especially compared to some of the other more mature, more saturated markets,” <a href="https://hightimes.com/news/florida-to-double-number-of-medical-cannabis-licenses/">said</a> Jade Green, president of cannabis industry consulting firm Next Titan Capital. “The main reason is, everybody has a similar belief that, whatever happens in 2024, eventually adult-use (recreational) cannabis will come to Florida.” </p>
<p>“If you can make it in Florida until rec (recreational marijuana) hits, then you will have a significant advantage in what will be one of the largest cannabis economies not just in the U.S. but in the world,” Green added.</p>
<p>Florida Gov. Ron DeSantis, widely thought of as 2024 Republican presidential contender, has spoken negatively about marijuana legalization in the past.</p>
<p>“What I don’t like about it is if you go to some of these places that have done it, the stench when you’re out there, I mean, it smells so putrid,” <a href="https://floridapolitics.com/archives/490228-gov-desantis-demurs-on-marijuana-legalization-but-says-he-dislikes-the-smell/">DeSantis said last year</a>.</p>

<p>Rodríguez worked with Chamber Rep. Juan Carlos Losada, the sponsor of the bill, to push reform. “Today is a HISTORIC day. With the leadership of <a href="https://twitter.com/PizarroMariaJo">@PizarroMariaJo</a> and a <a href="https://twitter.com/SenadoGovCo">@SenadoGovCo</a> more progressive and liberal we achieved approval in the 4th debate of the project that regulates <a href="https://twitter.com/hashtag/CannabisDeUsoAdulto?src=hashtag_click">#CannabisDeUsoAdulto</a>. A huge step to advance a new drug policy,” <a href="https://twitter.com/JuanKarloslos/status/1600208900271136769">Losada wrote</a>.</p>
<p>If passed, the bill would amend <a href="https://hightimes.com/news/committee-in-colombia-approved-adult-use-legalization-proposal/">Article 49</a> and offer “the right of the free development of the personality, allowing citizens to decide on the consumption of cannabis in a regulated legal framework.” In legalizing cannabis the amendment would also establish regulations and taxes for legal cannabis sales, and organize how to divide revenue between local cities, as well as health, education, and agriculture departments. It also calls for a ban of cannabis in schools and public areas and would establish a public education campaign.</p>
<p>The bill moved on to the Senate after the First Commission of the House of Representatives <a href="https://hightimes.com/news/committee-in-colombia-approved-adult-use-legalization-proposal/">passed it on Oct. 11</a> with a 105-33 vote.</p>
<p>In Colombia, constitutional amendments must be discussed in a total of eight discussions over the course of two years. The most recent Senate approval marked the fourth discussion. Once all of the discussions have been held, it can proceed to Colombia President Gustavo Petro for review. Finally, if signed into law it gives state legislators six months to establish adult-use regulations.</p>
<p>Although Petro hasn’t confirmed that he would sign such an amendment, he has continually supported ending criminalization of drugs since he was inaugurated in August 2022. </p>
<p>In September, Petro <a href="https://twitter.com/infopresidencia/status/1572256041055981568?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1572256041055981568%7Ctwgr%5Ec63dfd309a7c2f1ce120237dbc31be6eaee8158b%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.marijuanamoment.net%2Fcolombias-president-tells-un-that-democracy-will-die-if-world-leaders-dont-end-drug-war-and-pursue-different-strategy%2F">spoke to the United Nations</a> about how the War on Drugs has failed. “I propose to you as President of one of the most beautiful countries on Earth, and one of the most bloodstained and violent, to end the War on Drugs, and thus allow our people to live in peace,” Petro said in his inauguration speech. “The War on Drugs has lasted 40 years. If we do not correct the course, and this continues another 40 years, the United States will see 2.8 million die of overdoses, which is not produced in our Latin America. You will see millions of African Americans be imprisoned in their private prisons. The prisoner will become a business of prison companies.”</p>
<p>On Nov. 25, Petro <a href="https://petro.presidencia.gov.co/prensa/Paginas/COMUNICADO-CONJUNTO-PARA-EL-FORTALECIMIENTO-DE-LOS-VINCULOS-BILATERALES-221125.aspx">met with the president of Mexico,</a> Andrés Manuel López Obrador. “If I had to summarize the relationship between our peoples and the government of Colombian President Gustavo Petro in one word, I would say: brotherhood,” <a href="https://twitter.com/lopezobrador_/status/1596235204636516352?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1596235204636516352%7Ctwgr%5E0c863bdfabf7c7f5c239a2df60b1ca62bc721779%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fpetro.presidencia.gov.co%2Fprensa%2FPaginas%2FEstatuto-ordenado-de-la-migracion-politica-binacional-contra-la-inflacion-221125.aspx">Obrador said in a Twitter statement</a>.</p>

<p>Together, both Obrador and Petro announced a joint effort to create an international conference that addresses how to rethink drug policy. “Recognizing the failure of the fight against drugs and the vulnerability of our peoples in the face of this problem, Mexico and Colombia will convene an International Conference of Latin American leaders with the objective of redesigning and rethinking drug policy,” both countries said in a <a href="https://petro.presidencia.gov.co/prensa/Paginas/Estatuto-ordenado-de-la-migracion-politica-binacional-contra-la-inflacion-221125.aspx">joint statement</a>.</p>
