Medical cannabis is taking over Europe, as well as efforts to decriminalize cannabis in numerous countries and at local levels. In a pattern similar to what took place in the U.S., European nations are legalizing cannabis for medical or recreational purposes in a patchwork of new laws.

According to a May 16 press release from Victoria, Australia-based Biortica Agrimed, 21 out of 27 member states of the European Union (EU) legalized medical cannabis.

“The EU situation with respect to legalisation can best be described as fluid, but evolving positively,“ said Tom Varga, CEO of Biortica Agrimed. Biortica Agrimed is a vertically-integrated B2B company preparing to list on the Australian Securities Exchange with an IPO.

The 27 EU countries are Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.

Out of those, 21 countries—Austria, Belgium, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovenia, and Spain—implemented laws to allow for the medical use of cannabis.

Out of those countries, the potential market in Germany is among the most exciting and where investors are circling the most at the current moment.

“Whilst EU law prohibits the commercial sale of cannabis, many countries are taking a more mature approach, and legalising, initially medicinal, and ultimately personal use, with Germany in the lead. 21 out of the 27 EU member states have legalised use of medicinal cannabis,” he said, “and 13 countries have either legalised or decriminalised its personal use.”

Countries like Spain have decriminalized cannabis, while Georgia, Germany, Luxembourg, and Malta have taken steps to legalize adult-use. Countries like Portugal have gone even further by decriminalizing all drugs. Dozens more cities in the EU decriminalized cannabis at the city level.

Part of the purpose of Biortica Agrimed’s report is to support the argument that it’s due time Australia takes note of the potential Down Under. Australia legalized medical marijuana in 2016. According to Therapeutic Goods Administration (TGA) data, the number of patient approvals for medical cannabis increased sharply. In Australia, doctors can prescribe medicinal cannabis with the approval from the TGA and the relevant State or Territory’s Health Department.

“The EU comprises world class nations, and Australia should take any learnings that we can from the EU.” he said, “We have the benefit, and indeed the privilege, to view how legislative frameworks have been built over-seas, what’s worked and working, and what the Australian industry and legislators should avoid. Australia really can do better.”

“We look forward to continuing to share our global industry research with the Australian industry, our legislators and regulators, to build an industry that we can all be proud of, an industry that puts patient care, safety and outcomes to the fore, ” said Varga.

Cannabis Prevalence in Europe

Cannabis remains the most popular substance used in Europe according to the most recent counts by European data monitors.

The European Monitoring Centre for Drugs and Drug Addiction’s (EMCDDA) report, entitled “Cannabis—the current situation in Europe (European Drug Report 2023),” describes cannabis as “by far the most commonly consumed illicit drug in Europe.”

The report cites national surveys which show that 8% of European adults (out of approximately 22.6 million people between 15 and 64 years of age) have used cannabis within the last year. An estimated 1.3% of adults (approximately 3.7 million people) are described as “daily” or “almost daily” consumers.

With the popularity of cannabis continuing to grow, the report notes that this often leads to consumer “problems.” “There remains, however, a need to understand better the kinds of problems experienced by cannabis users, as well as the referral pathways and treatment options available for those with cannabis-related problems,” the report stated.

Germany’s legislation to legalize cannabis took effect on April 1. German lawmakers gave final approval to a recreational weed legalization plan known as CanG recently, making the country the largest in Europe to take the step.

In the German capital of Berlin, cannabis smokers gathered at the iconic Brandenberg Gate to smoke weed and celebrate their new freedoms. Other events were held throughout Europe’s most populous country, including one in front of the Cologne cathedral and others in the cities of Hamburg, Regensburg, and Dortmund.

The patchwork of laws unfolding in the EU show how medical and adult-use cannabis are popular on a global scale, and what Australia could learn from European countries.

The residents of Freetown Christiania, located in Copenhagen, Denmark, recently began to physically dismantle a part of its community where hash has been sold illegally for decades. According to recent reports, residents began removing the cobblestones on “Pusher Street” on April 6 to deter violence and illegal cannabis and hash sales.

Prior to April 6, residents began to ask for help from volunteers to pull up the cobblestone street. Anyone was welcome to participate, and could take home one cobblestone as a souvenir.

Removing cobblestones on Pusher Street was performed as a demonstration of the residents taking back their community and promising to rebuild. In doing this, they will be granted 14.3 million kroner (approximately $1.3 million USD) from the government to fund street renovation. According to AP News, two Christiania children were the first to lift cobblestones from Pusher Street.

“For more than 40 years, Christiania and the illegal sale of drugs out here has been a huge thorn in the side of the established society,” said Danish Justice Minister Peter Hummelgaard. “But now we have reached the point where the Christianians have also had enough of the [criminal] gangs.”

Copenhagen Mayor Sophie Hæstorp Andersen spoke with Reuters about the historic decision. “Pusher Street has to die in order for Christiania to live,” Andersen said. “The crime scene we have seen here has been so violent… we cannot have a Christiania that is dying out because people don’t dare to be here and where we see the local Christianites being threatened by greedy pushers and dealers.”

The future of Pusher Street will include “a new Christiania without the criminal hashish market,” according to a statement from Christiania public housing coordinator Mette Prag, who has called Christiania his home for 37 years.

Another resident who has lived in the enclave for 40 years expressed their interest in removing hash from Christiania’s future. “We don’t want the gangsters anymore. There might be some people selling hashish afterward, but it’s not going to be in the open,” said Hulda Mader.

Most locals are looking forward to Christiania’s new slate. “To me, Pusher Street is actually the least unique, right? It is what I associate with violence, gangs, murder, threats, and everything which are actually antonyms to what Christiania is,” said resident Mathilde Brandstrup.

The government funds will help the community install new water pipes and pavement, while buildings near Pusher Street will also receive renovations. While the overall goal is to transform Christiania into what AP News calls “an integrated part of the Danish capital area,” but will still retail the “free state” spirit that it has long been known for.

Christiania was first established in 1971 by hippies who occupied in former army barracks, and Denmark officials have allowed the unique settlement to remain independent, even though illegal cannabis sales in the area became known worldwide to curious tourists. Originally, residents who founded Christiania didn’t obtain permits to build houses, didn’t pay utility bills, and others could only move into the area if they were related to someone who was a resident. Residents received rights to their land in 2011, when the land (about 84 acres) was sold by the state to a foundation owned by Christianians. Now it’s home to 800 adults (25% of whom are over 60 years old) and 200 children.

Christiania was the focus of Denmark law enforcement starting in 2004, which led to an increase in police raids. While many residents took down their hash sales booths for a time, they soon returned.

However, an increase in violence and gang activity has also concerned both Denmark leaders as well as Christiania residents. In 2021, one individual was shot and killed at the entrance of Pusher Street, followed by another death in 2022 involved a hash seller.

Most recently in August 2023, two masked gunmen open fired within a Christiania building, killing one individual and injuring four others. Mayor Andersen spoke out against the event, and asked tourists to avoid the area. “The spiral of violence at Christiania is deeply worrying,” Andersen said. “The hundreds of thousands of visiting tourists and the many new foreign students who have just moved to Copenhagen to stay away and refrain from buying weed or other drugs at Pusher Street.”

Adult-use cannabis is illegal in Denmark, although medical cannabis is permitted through a limited pilot program that launched in March 2018.

The Danish Parliament’s Health Committee announced in September 2023 that it had destroyed an estimated 320,862 pounds of dried cannabis, all of which came from the medical cannabis program. The government explained that the destroyed product was either “discarded” or “faulty.”

The Denmark medical cannabis program produced a total of 4,656 pounds of medical cannabis in 2019, followed by 14,521 pounds in 2020, and 71,502 pounds in 2021.

The Danish Parliament’s Health Committee recently stated that it has destroyed more than 145,541 kilograms (or approximately 320,862 pounds) of cannabis, measured in dry weight. According to a parliamentary inquiry response, the committee has also issued 303 permits to undergo the destruction of the plant material.

According to an email obtained by MJBizDaily, the destroyed cannabis all comes from companies who are permitted to cultivate in Denmark through its pilot program. Any cannabis cultivated after the growers received approval to participate in the pilot program.

The pilot program, “Act on a Medical Cannabis Pilot Programme,” was approved by the Danish government passed in 2017 and it went into effect starting on January 1, 2018. “The purpose of the pilot programme is to offer patients a lawful way of testing treatment with medicinal cannabis if they have experienced no benefits from authorised medicines. That is the intention with the programme,” the Danish government states on its website. It also states that the pilot program has an end date of December 31, 2025.

The country has approved 11 companies to manufacture cannabis products in Denmark: Aurora Nordic Cannabis A/S, DanCann Pharma A/S, Little Green Pharma Denmark ApS, MEDICAN A/S, Movianto Nordic ApS, Schroll Medical ApS, Sterigenics Denmark A/S, Tetra Pharm Technologies ApS, Valcon Medical A/S, Valeos Pharma A/S, and Vertanical Denmark ApS. Each is authorized to cultivate or manufacture cannabis through one of four permits, including approval for the pilot program, pharmaceutical manufacturing, propagating plants, and the “development authorization.”

The development authorization “scheme,” as it’s referred to on the Denmark government website, also began on January 1, 2018. “Under this scheme, companies can apply for an authorisation to cultivate and handle cannabis with a view to producing cannabis suitable for medicinal use,” the government states. “Cannabis developed under the development scheme cannot be used in the pilot programme or for other medicinal purposes.”

The government explains that the development authorization permit was created “…to give companies the opportunity to develop cultivation and production methods so that they could be ready to apply for a permit in the pilot scheme,” the government states in an official document that was translated.

According to MJBizDaily, a Danish Medicines Agency spokesperson explained that the 145,541 kilograms of destroyed cannabis is a combined total of cannabis that comes from any of the four permit types, and that there’s no way to confirm how much of it was made for the pilot program specifically.

The Danish government agency didn’t confirm exactly why the cannabis was destroyed. The parliamentary inquiry only partially stated that it was due to “faulty productions, discarded products including imported products and all cannabis cultivated in the development scheme are also included in the stated quantity.” All of the cannabis contained more than 0.2% THC.

The amount of cannabis destroyed in Denmark was at an all time high in 2023, compared to previous years. In 2022, the Danish Medicines Agency described “lost or destroyed cannabis” specifically not related to the pilot program amounted to 10,753 kilograms (23,706 pounds).

Alternatively, in 2019 Denmark medical cannabis pilot program approved companies produced 2,112 kg (4,656 pounds) in 2019, 6,587 kg (14,521 pounds) in 2020, and 32,433 kg (71,502 pounds) in 2021, with numbers not yet released for 2022.

Cannabis sales in Denmark have continued to grow as well, with about $30.8 million kroner (~US$2.8 million) in 2020, $64.3 million kroner (~US$5.9 million) in 2021, and $62.5 million kroner (~US$5.8 million) in 2022.

Destroying cannabis products aren’t uncommon in other countries either. Between January and December 2021, Canadian companies destroyed 425,325 kilograms (~937,681 pounds) of dried cannabis, as well as 40,454 kilograms (89,185 pounds) of extracts, 97,959 kilograms (21,5962 pounds) in edibles, and 3,940 kilograms (8,686 pounds) worth of topicals—all of which was categorized as “unpackaged.” Packaged cannabis destroyed in the same time frame amounted to 3,576,232 units of dried cannabis, 1,118,148 units of extracts, 2,421,823 units of edibles, and 15,359 units of topicals, according to Health Canada.

For Canada, reasons for destroying product “include, but are not limited to: crop losses; post-harvest disposal of unusable plant material (e.g., stalks); recalled products; and elimination of unsold or returned products,” a Health Canada spokesperson told High Times.

In the U.S., destroyed cannabis data relates to the seizure and destruction of illegal cannabis. In May, the Drug Enforcement Administration stated that it had seized more than 5,581,839 cannabis plants—90% of which were from California.

Earlier this month in Christiana, Denmark, a neighborhood commune that has long been associated with soft drug use, Copenhagen Mayor Sophie Hæstorp Andersen urged tourists to stop buying cannabis in the area to deter violence. “The spiral of violence at Christiania is deeply worrying,” Andersen said, asking “the hundreds of thousands of visiting tourists and the many new foreign students who have just moved to Copenhagen to stay away and refrain from buying weed or other drugs at Pusher Street.” This response was due to a shootout that occurred in the area on Aug. 26, which resulted in the death of a 30-year-old man.

Copenhagen, Denmark’s autonomous neighborhood commune of Christiania (or Freetown Christiania) has tolerated soft drug use for decades on Pusher Street, its main market, but a recent shooting might complicate things for its open hash trade.

On Sept. 4, the mayor of Copenhagen on Monday urged foreign tourists not to buy cannabis in the city’s Christiania neighborhood after a man was killed. Instead of selling cannabis in a regulated retail model as seen in legal U.S. states, cannabis is sold from unregulated dealers like a street drug there. A “bloody feud” between the Hells Angels and Loyal to Family erupted in the culmination of turf wars over cannabis and drug trade.

“The spiral of violence at Christiania is deeply worrying,” Copenhagen Mayor Sophie Hæstorp Andersen said. She called on “the hundreds of thousands of visiting tourists and the many new foreign students who have just moved to Copenhagen to stay away and refrain from buying weed or other drugs at Pusher Street.”

ABC News reported that on Aug. 26, two masked gunmen opened fire inside a building in Christiania, Copenhagen police spokesman Poul Kjeldsen told the media. One man, age 30, was killed in the shooting and four others were injured. As of Tuesday, one of those injured was in critical but stable condition, while the others had minor injuries.

On Friday, a 28-year-old man, affiliated with the Loyal To Family gang was arrested in relation to the shooting. The Hells Angels have been active in the area, taking advantage of the drug trade freedoms, since the ‘80s.

Earlier this year, the mayor threatened to close Pusher Street’s drug trade if the 1,000 or so people living in the Christiania commune comply with her plan to reduce violence. (The neighborhood’s population fluctuates between 700-1,000.) Hæstorp Andersen told local paper Ekstra Bladet last May that growing violence has to end or she will shut down cannabis and drug trade in Christiania. The mayor’s warning, however, doesn’t seem to be working.

Christiania remains one of Copenhagen’s top tourist attractions, with major hippie appeal, and many of the visitors are from foreign countries, wanting to get a taste of tolerated hash trade. It’s the Danish Amsterdam in many senses.

High Times writer Snake Blissken reported in 2017 that the going rate on Pusher Street is 100 kroner—about $15 USD—for 1.5 grams of hash and/or cannabis flower. That’s close to the common $10 per gram price for flower in some U.S. states. Most of the stalls were reported to have various forms of pre-rolls for sale. In that person’s experience, one stall tried to get 200 kroner for a 1.5 gram sack, before quickly backing down to the standard going price.

“It may seem innocent to buy weed for a festive night out but think about the fact that your money ends up in the pockets of criminal gangs who shoot in our streets and put innocent people in danger,” Hæstorp Andersen said.

One particular shooting in 2016 led to public outcry because it involved a police officer who was gravely wounded with a head shot. Before this, the entire nation had not seen a police shooting since 1995. Violence is particularly uncharacteristic of the country.

What is Christiania?

Christiania was transformed from a Naval base on the island of Amager in Copenhagen into a hippie commune when they began squatting in the former military barracks of Bådsmandsstræde in 1971.Squatters began taking upon a more serious anarchist agenda and gathered to establish their own laws, autonomous to the Danish government. On Sept. 16,1971, Christiania was declared to be free by Jacob Ludvigsen, a journalist and provo anarchist. You merely have to walk over bridges over Copenhagen’s canals to get there.

Christiania banned cars from the neighborhood, though there are now a few parking spots for a limited number of vehicles. You can also find alternative architecture, free from housing codes, such as a house made entirely of glass. The neighborhood was once peaceful, but violence has increased in recent years. In 2021, a man was shot and killed at the entrance to Pusher Street. Then last October, a man selling cannabis from booths on the same street was shot and killed.

While Denmark is one of the most liberal places on the planet, implementing LGBTQ rights since 1933, cannabis is illegal. Christiania is another story, however, and the law is rarely, but occasionally enforced there.

Per Denmark’s Euphoriants Substances Act—it is illegal to import, export, sell, purchase, deliver, receive, produce, and process cannabis in Denmark. While personal use is not illegal, as of 2016, with the passing of the Consolidated Act on Controlled Substances, possession of cannabis in Denmark is illegal. As with most European countries, hashish is a popular form of cannabis and it’s often mixed with tobacco.

While open drug trade of cannabis, hash, and soft drugs is tolerated in Christiania, an autonomous region in Copenhagen, Denmark, that all could end if the area can’t clean up its act, the capital city’s mayor warned.

Copenhagen, Denmark Lord Mayor Sophie Hæstorp Andersen told local paper Ekstra Bladet that growing violence has to end or she will shut down cannabis and drug trade in Christiania.

The Guardian reports that Andersen threatened to close Pusher Street’s drug trade if the 1,000 or so people living in the Christiania commune comply with her plan.

Since the 1970s, Christiania or Freetown Christiania in the Christianshavn borough in Copenhagen has been the nation’s “Green Light” district. Think of it as mini Amsterdam, complete with comparable canals and architecture and open tolerance of soft drugs and cannabis.

Bådsmandsstræde military base on the island of Amager was transformed into a commune in 1973 with an autonomous government. Hippies and anarchists established a Social Democratic government structure and made the area a permanent “social experiment.” The first thing you see when you enter Christiania is a mural of a fan leaf, as well as a fist smashing a hypodermic needle, signifying the area’s rule of no hard drugs.

Since around 1980 or so, hash—Europe’s popular form of cannabis—has openly been sold on Pusher Street, which is why the area enforced a strict no photo rule. But organized crime sours the picture, and it’s not the utopia it used to be.

“The violence and crime around Pusher Street has now reached a level we neither can nor want to deal with,” Andersen told Ekstra Bladet. “In Copenhagen, I believe we must have room for Christiania. It is both skewed and alternative. It’s creative. But this harsh, organised violence must be written out of the future around Christiania.”

A 23-year-old man was shot and killed in Christiania on October 26, as a rash of violence was reported in the area. It reminds some about a grenade attack in 2009. “We are afraid that the situation will develop into a gang war in Christiania,” the area’s spokeswoman Hulda Mader said. But keep in mind that Copenhagen at large is one of the safest cities in the world, and that crime is comparably lower than other parts of the world, adding to the reason they don’t want crime entering the picture.

Andersen warned that she’s not playing games anymore. “That is why my message is also that if the Christianites make it clear that they are ready to close Pusher Street and replace it with something else then we in the municipality of Copenhagen are ready to support putting together a plan to find out what should happen to the street.”

After the incident last October, Christiania’s hash trade moved from its original spot on Pusher Street up to near the area’s main entrance. “Enough is enough,” Mader said. “We have disclaimed responsibility for what goes on in Pusher Street. It is not something that we, as private individuals, can oppose. Now there have been repeated episodes of violence, and we simply think that it has become too dangerous for us.”

Christiania is currently run by the Foundation Fristaden Christiania, while the Housing and Social Affairs Agency owns the ramparts and runs the state’s Christiania Secretariat.

A joint dialogue will soon take place between the Foundation Fristaden Christiania, Copenhagen Municipality, Copenhagen Police, the Housing and Social Affairs Agency, and the Castles and Culture Agency. All groups meet regularly. The Technical and Environmental Management in the Municipality of Copenhagen will also work together with the Foundation Fristaden Christiania on the future public housing in Christiania.

Building on the growing evidence that psilocybin has the potential to treat a host of serious mental health conditions, researchers are now studying the effects that the active component in magic mushrooms might have on obesity.

Previous research into psilocybin and other psychedelics has repeatedly shown that the drugs may be an effective treatment for mental health conditions including depression, anxiety, PTSD, and addiction. Additionally, a correlational study published last year determined that those who reported having tried a classic psychedelic drug at least once during their lifetime had a significantly lower chance of being overweight or obese.

In a recent study, scientists affiliated with the University of Copenhagen in Denmark conducted an experiment with mice to investigate the potential of psilocybin to reduce food cravings. To conduct the study, the researchers used mouse models of genetic obesity, diet-induced obesity and binge-eating disorder to investigate the effect of psilocybin on body weight and food intake.

Initial results showed that a single high dose of psilocybin or a daily microdosing did not lead to reduced body weight or less food intake among obese mice treated with the drug. Although they did not find evidence to support the hypothesis, they were encouraged by the study and urged further research.

“We were surprised to see that psilocybin did not have at least a subtle direct effect on food intake and/or body weight in genetic and diet-induced models of obesity and overeating,” study author Christoffer Clemmensen, an associate professor at the University of Copenhagen, told PsyPost. “Although we failed to discover major effects of psilocybin on mouse energy metabolism and behaviors associated with eating, we believe that there are nuances of the mode of action of psychedelics that cannot be appropriately captured in rodent models. Importantly, psilocybin was safe and had no adverse effects on the physiological parameters we tested in mice.”

Obesity is Common and Costly in the U.S.

Obesity is one the most pressing health problems in the United States, affecting nearly 42% of adults from 2017 to 2020, according to data from the Centers for Disease Control and Prevention. The obesity prevalence was 39.8% among adults aged 20 to 39 years, 44.3% among adults aged 40 to 59 years, and 41.5% among adults aged 60 and older.

Health conditions related to obesity include heart disease, stroke, type 2 diabetes and certain types of cancer, helping to make them among the leading causes of preventable, premature death. The annual estimated medical costs of obesity totaled approximately $173 billion in 2019, adding about $1,861 to the medical costs for each person with obesity.

“Perhaps surprisingly, obesity is a rather treatment resistant disease that shares neuropathological similarities to mental disorders, such as addiction,” said Clemmensen.

“Dysfunctions in homeostatic and reward circuitry can lead to ‘relapse’ in people with obesity, making it difficult to adhere to lifestyle and even drug interventions. Given that psychedelics are thought to enhance the plasticity of neural circuits, it may be that when combined with behavioural therapy, psychedelics might be powerful tools for ‘resetting’ long-held compulsive behaviors. Further, classic psychedelics act on the serotonergic system, and could have a direct effect on food intake by broad activation of serotonin (5-HT) receptors, emphasizing their potential benefits for obesity.”

The researchers noted that despite their value to scientific research, mouse models are not a perfect substitute for human subjects and encouraged further study into the potential of psilocybin to affect food intake and weight.

“The main caveat is translation,” Clemmensen said. “Although animal models in general have been invaluable for neuroscience and metabolism research they might be inappropriate for testing health benefits of psychedelics.”

“I remain excited about this topic, psychedelics for treatment of obesity and eating disorders and I think we should start considering what sub-groups of patients could benefit from this drug class,” he added.

The study, “Acute and long-term effects of psilocybin on energy balance and feeding behavior in mice,” was published last month by the peer-reviewed journal Translational Psychiatry.
