<p>The Portland Pickles—a collegiate summer baseball wooden bat team based in Portland, Oregon—will become the first sports team in the U.S. to legally sell THC products at live sports events.</p>
<p>The baseball team announced Tuesday an exclusive partnership with <a href="https://cyclingfrog.com/">Cycling Frog</a>, makers of hemp-derived THC-based seltzer drinks. The team began selling the infused drinks at Walker Stadium in Portland on June 18. Cycling Frog was founded in 2021 and sells a range of hemp-derived, full-spectrum cannabinoid products including THC seltzers, gummies, softgels, and microdose mints</p>
<p><em>The Oregonian</em> <a href="https://www.oregonlive.com/sports/2024/06/portland-pickles-to-become-first-sports-team-to-legally-sell-thc-products-at-games.html">reports</a> that Cycling Frog’s drinks contain 2 mg of THC and 4 mg of CBG per can and will be available in passionfruit and lemon flavors inside the ballpark.</p>
<p>“The Portland Pickles have a responsibility in the sports industry to take leaps and set a precedent of innovative partnerships,” Ross Campbell, VP of Business Development for the Pickles, said in a statement. “As we saw in 2019, becoming the first team to ever partner with a CBD company, and quickly teams all the way up to the Major League level across sports follow suit.”</p>
<p>Since Cycling Frog’s drinks contain hemp-derived THC, people who purchase them must be 21 years of age or older to purchase. How is this legal? According to a statement, the Pickles have consulted on regulations with the Oregon Liquor and Cannabis Commission (OLCC) and Portland Parks and Recreation, which owns the stadium.</p>
<p>The Portland Pickles play at Walker Stadium when they play home games.</p>
<p>KGW <a href="https://www.kgw.com/article/money/business/portland-pickles-thc-seltzers/283-8c24c110-4919-492b-a2ee-8fc3740355e0">reports</a> that the seltzers will be sold at three different locations throughout the stadium: The Jack Daniels Party Deck Bar, Dillon’s Hideaway Bar and a third standalone pop-up inside the gates. People must be 21 years old or older to purchase. </p>
<h2 id="stephen-colbert-name-drops-portland-pickles-and-thc-drinks" class="wp-block-heading"><strong>Stephen Colbert Name-Drops Portland Pickles and THC Drinks</strong></h2>
<p>Stephen Colbert even got in on the action, following the news about the Portland Pickles. During the Thursday episode of <em>The Late Show With Stephen Colbert</em>. Toward the end of his opening monologue, Colbert joked about it being the first day of summer, which means baseball.</p>
<p>Colbert joked about the New York Mets, the McDonald’s mascot Grimace throwing out a first pitch at one of their games, and this not being the first time a McDonald’s mascot helped out the New York team.</p>
<p>“Back in 1986, the Hamburglar was their coke dealer,” Colbert said. Switching to baseball’s minor leagues, “and the minor leagues of drugs,” he went on to note that the <a href="https://www.portlandpicklesbaseball.com/">Portland Pickles </a>have become the first sports team to legally sell THC products at games..</p>
<p>Colbert then said Portland Pickle fans “won’t be sparking up in the stands, you’ll be sparkling up, because instead of smoke-able products, they’ll be selling THC-based seltzer drinks.”</p>

<p>Colbert then went on to say that Coca-Cola used to be infused with cocaine, so a THC drink really isn’t all that far-fetched.</p>
<p>That might sound odd, Colbert said, “but remember, Coca-Cola used to have cocaine in it, and ginger ale originally contained the blood of a redhead.”</p>
<h2 id="cannabis-sales-in-portland" class="wp-block-heading"><strong>Cannabis Sales in Portland</strong></h2>
<p>Cannabis sales in the city of Portland fell in 2022. According to an OLCC <a href="https://data.olcc.state.or.us/t/OLCCPublic/views/MarketDataTableau/MainScreen?%3Aembed=y&amp;%3Aiid=1&amp;%3AisGuestRedirectFromVizportal=y">database</a>, Portland, Oregon area pot sales hit the lowest number of sales in three years. However, some experts blame the drop in sales on the temporary pandemic hump.</p>
<p>In June 2022, retail cannabis shops across Multnomah County, the state’s most populous area, made the lowest monthly profit they have since early 2019—hitting just $27,000 on average.</p>
<p>The price of cannabis flower is the lowest it’s been since April 2019. The county’s average gram sells for just $4.29 a gram—quite a bit lower than you’d find in most other states. Some have blamed the drop in value on Oregon’s oversupply problem, while others say the state’s <a href="https://hightimes.com/news/was-oregons-oversupply-problem-ever-really-a-problem/">oversupply problem wasn’t quite so bad as reported</a>.</p>
<p>Portland residents bought $21 million worth of flower in July 2020, in the middle of the pandemic—and it was the most cannabis ever purchased in the state in a single month.</p>
<p>In general, cannabis sales increased at a steady pace since they began in 2016, but they skyrocketed in 2020, partly due to working from home and stimulus checks. In the span of only five months, cannabis sales in the county  increased by 79%. On average, cannabis shops raked in $48,000 per month in Multnomah County during the month of July 2020. But sales plunged shortly after, marking the lowest number recorded since June 2019.</p>
<p>Now that cannabis will be available at Portland Pickles games, local residents in the area can now have another way to get THC-infused products.</p>

Aside from them, not many artists are more synonymous with cannabis than <a href="https://hightimes.com/culture/high-times-greats-snoop-dogg/" title="">Snoop Dogg</a>. Following his appearance on Dr. Dre’s 1992 single “Deep Cover,” the D-O-Double-G played a starring role on Dre’s debut solo album, <em>The Chronic</em>, which (in addition to the title itself) put their affinity for the sticky icky icky front and center. Not only was it marketed as a pack of rolling papers, it also contained track titles such as “The $20 Sack Pyramid” and “The Roach (The Chronic Outro).” Over the years, his connection to cannabis grew even stronger and in 1999, he and Dr. Dre teamed up again for <em>2001</em>, the six-time platinum follow-up to <em>The Chronic</em>. With a green marijuana leaf tucked neatly into the right corner of the album cover, the weed theme continued with songs like “Let’s Get High” and Nate Dogg’s unforgettable hook, “Smoke weed every day-e-ay.”</p>
<p>Snoop momentarily quit smoking once in 2002 and then again in 2005 when he started coaching a youth football league, but his hiatus didn’t last long. After about three months, he was ready to light up again. He’s been certified for medical cannabis in California to treat migraines since at least 2003, and in 2013, he claimed to be smoking approximately 80 blunts a day. Now, more than 10 years later, Snoop Dogg is intertwined with cannabis culture.</p>
<p>Snoop’s loyalty to herb was tested in November 2023 when he tweeted out of nowhere, “After much consideration and a conversation with my family, I’ve decided to give up smoke. Please respect my privacy at this time.” People clutched their proverbial pearls in shock. Did hell freeze over? Is this a sick joke? Is Snoop OK? But, as many suspected, it was all a marketing ploy, and turned out to be a sales gimmick for a smokeless fire pit. After all, Snoop has become omnipresent in the world of advertising, endorsing everything from Corona beer and Tostitos to The General Insurance and Dunkin’ Donuts.</p>
<p>His latest endeavor is a hemp-infused beverage called <a href="https://www.hillbeverageco.com/" title="">Do It Fluid</a>, billed as an alternative to traditional smoking through “all-natural, high-quality ingredients that don’t sacrifice the high.” The line, created by the Hill Beverage Co., features THC and CBD infusions through four flavors in CBD-only and CBD and THC blends.</p>
<p>“I’ve been in the cannabis game for decades, and I’m always looking out for revolutionary products,” Snoop Dogg says. “I love seeing new technologies and trends and being a driver of those. I always make time for things I’m passionate about, and two of those things happen to be weed and innovations.”</p>
<p>For the uninitiated, Snoop Dogg began his career at Death Row Records and, in a full-circle moment, acquired the brand in 2022. Part of the restructuring included a new arm called Death Row Records Cannabis, which is ultimately how Snoop and Hill Beverage Co. formed a partnership.</p>
<p>“My partner and head of operations, <a href="https://boardroom.tv/death-row-cannabis-snoop-dogg-ak/">AK</a> at Death Row Records Cannabis, connected me with Jake Hill and we started ideating flavors and ideas for a hemp-infused drink,” Snoop explains. “Beverages are ingrained into us humans as a familiar format of consumption, and I wanted to make sure as many people had access to Do It Fluid as possible, which is why we chose the hemp-derived delta-9 THC and CBD route.”</p>
<p>To create the flavors, Snoop joined with <a href="https://hightimes.com/news/from-intern-to-ceo-tiffany-chin-takes-snoop-doggs-death-row-cannabis-to-the-next-level/" title="">Tiffany Chin</a>, his head of cannabis and hemp operations, to come up with fruit punch and blue razz.</p>
<p>“Jake’s team developed an amazing blood orange flavor that tied perfectly into the Death Row Records history,” Snoop says, alluding to former Death Row Records CEO Suge Knight’s association with the Piru Bloods gang. “Do It Fluid is just the start in my partnership with Hill Beverage Co. We’re looking to create more flavors, collaborations and product lines in the future to get to my fans and consumers, those who do and don’t know cannabis.”</p>
<p>And Snoop <em>knows </em>cannabis. In 2015, he founded his own marijuana brand, Leafs By Snoop, but eventually shelved that brand for Death Row Cannabis, which became available in California last year and has since expanded to Michigan, with several more locations planned. AK, a longtime West Coast legacy cultivator, evidently has a flair for engineering tasty buds. But, of course, it’s much more than just business for Snoop—he’s a dedicated connoisseur.</p>
<p>“I love the way it makes me feel and gets my creative juices flowing and how it bonds people in the creative world,” Snoop says of cannabis. “A lot of people enjoy smoking to listen to music and watch TV and movies. It just elevates the mind to a different place.”</p>
<p>Right on cue, Snoop Dogg plugged his brand the moment he got the opportunity. When asked what a day in the life is like for him when it comes to smoking, he replied, “I wake in the morning, grab my Death Row Records Cannabis jar, unwrap a blunt, shake the guts out, and break the bud down with my fingers. After I smoke my blunt, I have another one ready for after my meetings and/or during rehearsals and recording. Death Row Records Cannabis has me stocked up on the best bud in California. It’s the only weed I smoke.”</p>
<p>As Snoop Dogg’s business portfolio continues to expand, the 52-year-old has plans for incorporating a little self-care, too.</p>
<p>“I have so many projects on deck and new products flooding all lanes and bringing more and more to my fans,” he says. “On a personal level, I’m also working on leading a healthier lifestyle, drinking more water, getting in the workout and eating better, eating right. 2024 is looking fantastic.”</p>

<p>Gifting parties—events that allow guests to buy a random item that includes a cannabis “gift”—will be subject to strict rules after Connecticut’s attorney general arrived at an agreement with organizers of one such event that attracted attention of state officials.</p>
<p>Attorney General William Tong announced May 15 that he reached an agreement, with stipulations, that HighBazaar organizers Joseph Accettullo and Cody Roberts can continue running gifting parties, however, the parties will not resemble what they used to be.</p>
<p>For $20 per ticket, attendees could gain entry to the event to buy accessories or other items and receive cannabis “gifts” on the side in an attempt to cut corners—namely, avoiding the law requiring sellers to have a license. Connecticut banned cannabis gifting events in 2022.</p>
<p>Tong alleged that HighBazaar events were essentially cannabis marketplaces that subverted Connecticut’s legal, regulated cannabis market. HighBazaar’s gifting events were canceled last January after Tong issued cease-and-desist orders in <a href="https://portal.ct.gov/AG/Press-Releases/2023-Press-Releases/AG-Tong-Issues-Cease-and-Desist-Letter-to-HighBazaar-Over-Recurring-Unlicensed-Cannabis-Markets">a letter</a> to organizers and the venue.  </p>
<p>“It appears that these events involve the illegal marketing and sale of cannabis outside of the regulated market and that the events are accessible to individuals under the age of 21,” the letter read. Tong warned that the markets appeared to violate the Connecticut Unfair Trade Practices Act (“CUTPA”), General Statutes § 42-110a, et seq., the Responsible and Equitable Regulation of Adult-Use Cannabis Act, General Statutes § 21a-420, and/or other applicable laws and regulations. But Tong reached an agreement with HighBazaar that will allow them to continue to operate with several restrictions.</p>
<p>“HighBazaar operated unlawful cannabis markets where vendors peddled untested, illegal products. Not anymore. This stipulated judgment forces a series of strong, ongoing obligations, including clear and conspicuous disclosures and acknowledgements that the sale, distribution and exchange of cannabis will be strictly prohibited at any HighBazaar event. We will be watching closely—including unannounced inspections—to ensure strict, ongoing compliance,” said Attorney General William Tong.</p>
<p>The stipulations include that Accettullo and Roberts must make clear and conspicuous disclosures at HighBazaar events and on any advertisements that the sale, distribution, or exchange of cannabis will be strictly prohibited. </p>
<p>All prospective vendors must be notified in advance, and must acknowledge in writing that they will not sell, offer, distribute, or exchange cannabis at any HighBazaar event. judgment provides the Office of the Attorney General the right to enter and inspect HighBazaar premises at any time to ensure compliance with the agreement.</p>
<p><em>CT Insider</em> <a href="https://www.ctinsider.com/cannabis/article/ct-cannabis-high-bazaar-tong-settlement-19459319.php">reports</a> that Alex Taubes, an attorney for <a href="https://www.ctinsider.com/cannabis/article/ct-cannabis-cases-constitution-highbazaar-19395996.php">HighBazaar</a> organizers, called the judgment a “great victory” and said he was “pleased that the state finally saw some reason.”</p>
<p>The Office of the Attorney General also previously sent notice to EventBrite, where HighBazaar was promoting its gifting events. The letter warned that such posts violate EventBrite’s own Community Guidelines and that the events they promoted also violate Connecticut law. The Office of the Attorney General has an active and ongoing investigation into EventBrite’s continued marketing of unlicensed cannabis markets in Connecticut.</p>
<p>Assistant Attorneys General Jonathan Blake and Addison Keilty, and Deputy Associate Attorney General Michael Wertheimer, Chief of the Consumer Protection Section, assisted the Attorney General in this matter.</p>
<h2 id="cannabis-legal-loopholes-in-connecticut" class="wp-block-heading"><strong>Cannabis Legal Loopholes in Connecticut</strong></h2>
<p>Another legal loophole in Connecticut led to THC-infused seltzers surging in popularity.</p>

<p>Liquor stores in Connecticut—not licensed cannabis retail stores—are selling THC-infused drinks such as seltzers legally, due to a legal loophole regarding dosages listed on the cans.</p>
<p>Cannabis retail stores are selling cans listed as one serving, but the same cans of cannabis-infused seltzer, usually running in sizes from 7.5 – 12 ounces, are labeled as five servings in a package at a liquor store or market.</p>
<p>All they have to do is ensure that each serving contains less than 1 mg of THC per serving and they can sell the seltzers without violating state law. <em>CT Insider</em> <a href="https://www.ctinsider.com/cannabis/article/thc-seltzers-ct-law-cannabis-18616948.php">reports</a> that when the drinks are labeled as five servings rather than one, they are technically legal to be sold anywhere in the state, so long as other elements of the packaging are in line with state rules.</p>
<p>“You can sell that in a local convenience store. It’s a seltzer. It doesn’t have any alcohol in it. It is a non-alcoholic beverage,” <a href="https://www.ctinsider.com/cannabis/article/thc-seltzers-ct-law-cannabis-18616948.php">said</a> Larry Cafero, Wine &amp; Spirits Wholesalers of Connecticut executive director, and former Republican leader in Connecticut’s House of Representatives. “The manufacturer, in order to get around a Connecticut law, is creating stickers that turns a 12-ounce can that they had initially labeled as one serving into multiple servings, so that they could comply with the THC-per-serving standard.”</p>
<p>“So, we have this little loophole,” he said.</p>
<p>State authorities confirmed they are operating within the scope of law.</p>
<p>Connecticut’s Department of Consumer Protection (DCP) clarified that the drinks are indeed legal. “A package containing less than 1 milligram of THC per serving and less than 5 milligram per package is not considered cannabis, and may be produced and sold without a license,” DCP spokesperson Kaitlyn Krasselt confirmed. </p>
<p>Connecticut legalized adult-use cannabis in 2021 and later became <a href="https://hightimes.com/news/connecticut-launches-recreational-cannabis-sales/">available for purchase by adults at retail outlets</a> in January 2023. Connecticut Governor Ned Lamont signed legislation to legalize adult-use cannabis in June 2021, ending the prohibition on possession of cannabis by adults 21 and older and creating a framework for regulated adult-use cannabis sales. The bill also included restorative justice and social equity measures, including provisions that led to the <a href="https://hightimes.com/news/connecticut-clears-nearly-43k-cannabis-convictions/">expungement of nearly 43,000 marijuana-related convictions</a>. </p>
<p>“This is constantly evolving, and we realized as a committee that we’ve got to get further ahead of this so that’s why this session we’re going to be changing that definition to make it even just a more bright line rule,” said state Rep. Michael D’Agostino (D-Hamden), who is also chairman of the legislature’s general law committee. </p>
<p>The current plan is to drop the THC limit to .5 mg per container, D’Agostino said. Any products containing more THC than that would only be available in licensed cannabis retail outlets.</p>
<p>“The question is, what is cannabis or not cannabis right now? The products that do not meet the definition, i.e. under 5 milligrams of THC per container, are not cannabis and therefore they’re not subject to the cannabis laws,” D’Agostino said. “But once we change this and lower the threshold, even more of those laws will apply.”</p>
<p>DCP issued further guidance recently to liquor stores in the state, clarifying that while THC-infused seltzers are legal to sell, they cannot be labeled as “cannabis.” That includes seltzers labeled as “canna-beverage.” As a result, some liquor stores began removing products from their shelves after receiving the guidance. </p>
<p>The legislative session convenes Feb. 7.</p>
<h2 id="connecticut-doubles-limit-on-cannabis-transactions" class="wp-block-heading"><strong>Connecticut Doubles Limit on Cannabis Transactions</strong></h2>
<p>Cannabis consumers in the state are now able to purchase larger amounts per transaction. Connecticut’s cannabis regulatory agency announced in November 2023 that it is increasing the amount of cannabis that can be bought in a single transaction by doubling the state’s limit on recreational marijuana purchases. Under the new regulations approved by the Connecticut DCP, adult-use cannabis consumers will be permitted to purchase up to a half-ounce, or about 14 grams, of cannabis flower or its equivalent beginning in December 2023. </p>
<p>Medical cannabis in the state is another story. The limit on purchases of medical cannabis has not been changed. It remains at 5 ounces of cannabis flower or the equivalent monthly, with no limits on purchases in a single transaction.</p>
<p>“DCP has continually reviewed available supply and demand since prior to the launch of the adult-use cannabis industry in January 2023,” DCP Commissioner Bryan T. Cafferelli <a href="https://portal.ct.gov/DCP/News-Releases-from-the-Department-of-Consumer-Protection/2023-News-Releases/Department-of-Consumer-Protection-Announces-Adult-Use-Cannabis-Transaction-Limit-Increase">said in a statement</a>. “As more retailers, production companies and other supply chain licensees have come online, the capacity of the industry has increased. We are confident this measured approach to adult-use sales has resulted in a healthy market for businesses, and a safe and fair marketplace for adult-use cannabis consumers and medical marijuana patients.”</p>
<p>Details are being ironed out regarding where cannabis seltzers can be sold in the state.</p>

<p>California legislators have approved regulations for water companies to begin purifying sewage water for people to drink.</p>
<p>In a state with over 39 million residents regularly stricken by years-long droughts, water companies will soon be permitted but not required to recycle toilet water, extensively treat it, and send it right back to kitchen sinks. California is the second state after Colorado to approve such measures.</p>
<p>“Water is so precious in California. It is important that we use it more than once,” said Jennifer West, managing director of WateReuse California, an advocacy group </p>
<p>“After 13 years of steady advocacy, fundraising and outreach by WRCA, California is posed to adopt statewide regulations for Direct Potable Reuse,” a portion of the WatReuse California <a href="https://watereuse.org/sections/watereuse-california/">website</a> reads. “It is a major milestone for the state and WRCA as DPR regulations have long been one of the primary objectives of the association. </p>
<p>According to an article by the <a href="https://apnews.com/article/california-recycled-wastewater-drought-8b476dc83652af43c6aad52070b9d992">Associated Press</a>, California has actually been using recycled waste water for quite a while just about everywhere besides kitchen faucets. Waste water is used to make ice skating rinks, to water crops and if you’ve gone skiing in the mountains surrounding Lake Tahoe your skis were likely gliding over – you guessed it- recycled sewage. So much for ‘don’t eat the yellow snow.’</p>
<p>The new regulations dictate that water companies will be required to treat the waste water for all pathogens and viruses, even if none are detected. This differs from traditional purification which only treats the water for known pathogens. The waste water purification process also strips the water of its minerals, which have to be added back in at the end of the process unlike regularly treated drinking water. Darrin Polhemus, deputy director of the division of drinking water for the California Water Resources Control Board said this will likely make the recycled waste water taste better than traditionally processed drinking water.</p>
<p>“It’s at the same drinking water quality, and probably better in many instances,” Polhemus said to the Associated Press.</p>
<p>The regulations took over ten years to develop and underwent thorough, extensive scrutiny by several teams of scientists before they were approved ahead of the Dec 31 deadline set by state law for the California Water Resources Control Board to approve the new regulations.</p>
<p>It turns out this new development in water purification is actually somewhat arbitrary when modern water treatment practices are considered. According to Joaquin Esquivel, chair of the Water Resources Control Board, waste water is often treated and then pumped into rivers. That river water flows into neighboring water districts where it is used as regular drinking water.</p>
<p>“Anyone out there taking drinking water downstream from a wastewater treatment plant discharge — which, I promise you, you’re all doing — is already drinking toilet to tap,” Esquivel said to the Associated Press. “All water is recycled. What we have here are standards, science and — importantly — monitoring that allow us to have the faith that it is pure water.”</p>
<p>These somewhat icky realities of current water treatment practices notwithstanding, public perception of waste water treatment will almost certainly be a tall mountain to climb for water companies. According to the Associated Press, a waste water treatment center in San Jose is offering tours to the general public to educate the public about the process and ease any concerns they may harbor about the water they will soon be using to cook, bathe and drink. Kirsten Struve, assistant officer for the water supply division at the Santa Clara Valley Water District told the Associated Press this water is already being used to irrigate parks and soccer fields and such.</p>
<p>“We live in California where the drought happens all the time. And with climate change, it will only get worse,” Struve said. “And this is a drought-resistant supply that we will need in the future to meet the demands of our communities.”</p>
<p>Water companies across the Golden State are gearing up to begin treating waste water as soon as possible. The Metropolitan Water District of Southern California, for instance, plans to produce up to 150 million gallons per day of treated waste water, according to the Associated Press. In fact, nearly half of San Diego’s drinking water is slated to come from treated waste water by 2035.</p>
