<p>Ukrainian <a href="https://hightimes.com/news/zelensky-pushes-medical-cannabis-legalization-to-aid-ukrainians-suffering-trauma-of-war/">President Volodymyr Zelensky</a> has formally enacted legislation to legalize <a href="https://hightimes.com/weirdos/a-medical-marijuana-card-for-a-fetus/">medical marijuana</a> in a move that he and other leaders believe will assist soldiers in healing from both physical and psychological injuries suffered in the country’s ongoing conflict with Russia.</p>
<p>As of January 2, 2024, <a href="https://www.russiamatters.org/blog/russia-ukraine-war-report-card-jan-2-2024#:~:text=Military%20casualties2,Includes%2015%2C000%2B%20missing.">per Russia Matters</a>, a project launched by Harvard University, Ukraine’s military has seen over 130,000 individuals killed, severely wounded, or missing. The number of civilian deaths totals 10,058. And this doesn’t count for the trauma endured. </p>
<p>As many readers with trauma from other sources likely know, cannabis has demonstrated its therapeutic properties for folks <a href="https://hightimes.com/news/dept-of-veteran-affairs-to-fund-studies-on-psilocybin-and-mdma-for-ptsd-depression/">experiencing PTSD</a>. It can lower anxiety, <a href="https://hightimes.com/health/study-same-day-cannabis-use-improves-sleep-for-users-with-anxiety/">improve sleep</a>, decrease the frequency of PTSD nightmares, and also help with chronic pain management. Cannabis can also regulate mood and lift depression symptoms that frequently accompany traumatic experiences. There’s also research that cannabis also affects memory processing, which can ease the suffering surrounding recalling traumatic memories and flashbacks. </p>
<p>In December, Ukrainian legislators initially passed the medical cannabis bill, but the Batkivshchyna party, in opposition, stalled its progress by insisting on a vote on a resolution to annul the measure. They apparently view the bill as a threat to the integrity of the country’s future. But in a win for survivors of the war, this resolution was defeated in January, effectively removing any obstacles to the bill’s enactment.</p>
<p>Critics attempted to thwart the legislation by submitting hundreds of amendments, which were called out as “spam” by detractors. However, this effort also proved unsuccessful. The bill passed with 248 votes in its favor.</p>
<p>Approximately one month after the legislative progress was freed up, on Wednesday, President Zelensky granted his final endorsement to the bill after the failed attempt to overturn the reform. The legislation is slated to become effective within six months from its official publication date. During this interim period, the Cabinet of Ministers of Ukraine, along with the Ministry of Health, is responsible for formulating the regulations for the program.</p>
<p>As <a href="https://www.reuters.com/world/europe/ukraine-legalises-cannabis-medical-use-2024-02-15/">Reuters notes</a>, over 6 million people, including soldiers, civilians with PTSD, and healing soldiers, require cannabis. Although the initial version of the bill specifically mentions only cancer and PTSD resulting from the nation’s ongoing war with Russia, which began when Russia invaded Ukraine two years ago, as qualifying conditions for medical cannabis use, the chair of the health committee noted that legislators regularly receive feedback from patients suffering from other conditions, including <a href="https://hightimes.com/study/study-cbds-anti-inflammatory-neurological-benefits-could-provide-alzheimers-relief/">Alzheimer’s disease</a> and epilepsy, indicating a broader demand for access to medical cannabis.</p>
<p>Ukraine might begin the importation of marijuana products earlier than the aforementioned six months, following the reclassification of cannabis from being completely banned under List I to being permissible for medical purposes with a prescription under List II in the nation’s drug code.</p>
<p>Zelensky expressed his approval for the medical marijuana legalization back in June, telling parliament that, “all the world’s best practices, all the most effective policies, all the solutions, no matter how difficult or unusual they may seem to us, must be applied in Ukraine so that Ukrainians, all our citizens, do not have to endure the pain, stress and trauma of war.” He further noted the steps required to make this happen, stating: “In particular, we must finally fairly legalize cannabis-based medicines for all those who need them, with appropriate scientific research and controlled Ukrainian production.”</p>
<p>The bill outlines the requirement for specific licenses to grow and sell cannabis, including a mandate for round-the-clock video monitoring of production sites, which will be accessible to law enforcement. Oversight of cannabis cultivation and processing will fall under the jurisdiction of the Ministry of Agrarian Policy. Furthermore, the National Police and the State Agency on Medicines will have supervisory and enforcement powers concerning the distribution of the medicinal product.</p>
<p>In December, <a href="https://www.defense.gov/News/News-Stories/Article/Article/3627204/dod-announces-aid-package-for-ukraine/#:~:text=%22That's%20why%20the%20United%20States,in%20security%20assistance%20to%20Ukraine.">the Defense Department unveiled</a> a security assistance package worth up to $250 million for Ukraine. This package includes anti tank weaponry, air defense systems, artillery, and additional equipment designed to support Ukraine’s ongoing efforts to fight back against the unprovoked aggression. And cannabis companies stepped up as well.</p>
<p>During the initial month of Russia’s invasion last year, several American cannabis firms offered financial aid to Ukraine. Misha Breyburg, CEO of MediThrive, contributed a portion of the proceeds from cannabis sales to a charity assisting Ukrainians. Additionally, Breyburg had the MediThrive dispensary located in San Francisco’s Mission District decorated in Ukraine’s national blue and yellow colors.</p>

<p>On Feb. 17, 2023, a Georgia-based Black <a href="https://hightimes.com/news/tennessee-legislators-demand-return-of-children-to-parents-after-cannabis-possession-arrest/">family of seven</a> (two parents, Deonte Williams and Bianca Claymore and five children, one of which was an infant at the time) were driving to a funeral and traveling through Tennessee to Chicago, Illinois, when they were detained at a traffic stop. Law enforcement initially pulled them over for dark tinted windows and traveling in the left lane while not passing, but after finding five grams of cannabis in the pocket of the Williams, he was arrested, Clayborne was cited, and they spent four hours at the Coffee County Justice Center.</p>
<p>The children were terrified, and DCS caseworkers asked to obtain a urine sample from Clayborne, who refused because she didn’t want to leave her kids alone. They compromised to have her give a urine sample in her car, while surrounded by law enforcement, and she attempted to do so, but ultimately could not. DCS told her that not complying “made matters worse” for her, and an emergency order from Coffee County Judge Greg Perry was issued for the children; they were removed from Bianca’s side at the justice center and taken into state custody.</p>
<p>The children were placed in temporary separate foster homes, where Clayborne was not allowed to visit them, and later they were allowed to stay with a family friend while the case was ongoing. Finally, after 55 days of separation, the children were returned to their parents on April 13. Clayborne’s misdemeanor was dismissed, Williams pled guilty to a misdemeanor, and the Department of Children’s Services dismissed the case.</p>
<p>According to the <a href="https://tennesseelookout.com/2024/02/08/mother-of-five-kids-taken-by-dcs-after-traffic-stop-files-lawsuit/"><em>Tennessee Lookout</em></a>, the sudden separation caused Clayborne to suffer from intense anxiety, depression, and mental anguish, and she stopped producing breast milk during that time. The news report shared that the children have also shown signs of trauma because of the incident, including one child having nightmares, wetting the bed, and another child now “has a visceral reaction to seeing police.”</p>
<p>Nearly one year later on <a href="https://tennesseelookout.com/2024/02/08/mother-of-five-kids-taken-by-dcs-after-traffic-stop-files-lawsuit/">Feb. 8</a>, the family is suing the three DCS caseworkers, four Tennessee Highway Patrol officers, 10 Coffee County Sheriff Department officers, all of which played a part in the incident. “These public officials illegally tore apart and terrorized Clayborne’s family. They acted outrageously and unlawfully. Their actions caused severe emotional trauma to Clayborne and each of her five children,” the lawsuit stated. “Clayborne and the children bring this lawsuit to vindicate their rights against people that harmed them, though the full extent of the harm to their family may never be undone.”</p>
<p>The lawsuit claims that the family’s fourth amendment rights were violated, that there is evidence of multiple counts of false arrest and imprisonment, in addition to many other counts. The family is represented by Herzfeld, Suetholz, Gastel, Leniski, and Wall, PLLC, and Rubenfeld Law Office, PC.</p>
<p>Last year, Williams’ and Claymore’s attorney, Jamaal Boykin, expressed the sheer horror of such an event taking place. “It’s just so shocking to the conscience that in 2023 this is happening,” <a href="https://hightimes.com/news/tennessee-legislators-demand-return-of-children-to-parents-after-cannabis-possession-arrest/">said Boykin</a>. “I just have to believe if my clients looked different or had a different background, they would have just been given a citation and told you just keep this stuff away from the kids while you’re in this state and they’d be on their way.”</p>
<p>Legislators who heard about the incident also stood up for the family, such as Tennessee Sen. London Lamar. “DCS, Coffee County, y’all need to do the right thing before the situation gets worse, and we have a nation of people coming to the rescue of this Black family,” <a href="https://hightimes.com/news/tennessee-legislators-demand-return-of-children-to-parents-after-cannabis-possession-arrest/">said Lamar</a>. “Give them their children back. It’s borderline discrimination, because if this was any other family, as their attorney said, we don’t even think this would be the outcome.”</p>
<p>Tennessee Sen. Raumesh Akbari also exclaimed her disappointment in the events that tore the family apart. “It is outrageous that the state forcefully separated Bianca Clayborne, a breastfeeding mother, and Deonte Williams from their kids and have allowed this to continue for nearly a month,” <a href="https://hightimes.com/news/tennessee-legislators-demand-return-of-children-to-parents-after-cannabis-possession-arrest/">Akbari said</a>. “The state exercised extreme and flawed judgment in taking their children and it seems they’ve doubled down on this poor decision. No family is perfect, but an imperfection, like a simple marijuana charge, is no excuse for tearing a family apart. The state is supposed to support reunification. If they don’t have a better reason, they must immediately return these five children to their parents.”</p>
<p>Cannabis laws in Tennessee are incredibly strict, even for the limited number of patients who are permitted to use medical cannabis as residents. In the <a href="https://www.safeaccessnow.org/sos22">2022 State of the States Report</a> written by Americans for Safe Access, Tennessee received an “F” grade for its medical cannabis program. “Tennessee policymakers should avoid delaying implementation of a medical cannabis program; patients in the state are actively harmed by the state’s inaction,” the ASA wrote. Other states with an “F” rating included Georgia, Idaho, Indiana, Kansas, Kentucky, Mississippi, Nebraska, North Carolina, South Carolina, Texas, Wisconsin, and Wyoming.</p>

<p>In a September 14 press release, <a href="https://www.globenewswire.com/Tracker?data=yKGiQicOpozkW-mscDCYKNBRTZ1CPdLyQpGyjOjenrkcET89Qm4cjgqqpl5XtTLOp9diRBou9sXU5RLKQOzqS3jSh4FHZBFiGuhdSP4dS0A=">Wesana Health Holdings Inc.</a> announced its commitment to fund $1.5 million to assess the efficacy of Multidisciplinary Association for Psychedelic Studies (MAPS) MDMA-assisted therapy to treat traumatic brain injury (TBI).</p>
<p>The funding will allow MAPS Public Benefit Corporation (MAPS PBC) to activate a team to evaluate the scope of the lack of resources needed for TBI treatment.  </p>
<p>“Wesana is a serious, thoughtful and ethical company engaged in the development of psychedelic-assisted therapy. <p>Lately, MAPS research zeroed in on MDMA-assisted therapy for PTSD. The first of two Phase 3 trials demonstrated a “clinically significant reduction” in PTSD symptoms for 88 percent of participants. </p>
<p><a href="https://pubmed.ncbi.nlm.nih.gov/21120456/">Existing research</a> suggests that MDMA improved cognitive function in mice with minimal TBI.  Like PTSD, TBI can have a profound impact on mental health. Research indicates that there is a disproportionate impact for people of color. </p>
<p>Over 6.2 million Americans are estimated to have chronic TBI-related disabilities, not to mention the symptoms that are more mild but also impact daily life. Nearly 414,000 Iraq and Afghanistan Veterans had a TBI.</p>
<p>“The work MAPS has done for more than 35 years with regulators and clinical researchers to navigate the rigorous and necessary FDA approval process for MDMA therapeutic use has positioned psychedelic-assisted therapy on the precipice of national—and global—acceptance,” Daniel Carcillo, CEO of Wesana Health said. “The millions of people afflicted with PTSD may soon have access to MDMA therapy, and we believe the millions suffering from TBI may experience similar relief in the future.”</p>
<p>This collaboration between MAPS and Wesana will boost MAPS PBC’s research timelines and provide additional support for further research, advocacy, education and equitable access to MDMA-assisted therapy treatments. </p>
<p>Wesana outlined five key goals:</p>
<ul>
<li>Gain expertise and information to design psychedelic-assisted therapy programs for TBI and improve the Wesana timeline and path to market for its treatments</li>
<li>Explore obtaining an exclusive commercial license to use MDMA for the treatment of TBI</li>
<li>Evaluate the viability of revenue share agreements between the organizations</li>
<li>Adapt MAPS’ equitable access research projects to develop a meaningful patient access program</li>
<li>Fund associated research, administered by MAPS PBC, with additional capital</li>
</ul>
<h3 id="beyond-mdma-maps-pushes-psychedelic-research-forward">Beyond MDMA, MAPS Pushes Psychedelic Research Forward</h3>
<p>MAPS is pushing forward research on a number of psychedelics with potential in medicine. On August 10, MAPS was awarded a $12,979,050 grant from the state of Michigan to fund a study on post-traumatic stress disorder (<a href="https://hightimes.com/news/colin-hanks-on-hanks-kerchiefs-in-dispensaries/">PTSD</a>) and cannabis.</p>
<p>According to Dr. Sue Sisley, President of the Scottsdale Research Institute and longtime cannabis researcher, this new study is sorely needed in the community.</p>
<p>The grant comes from Michigan’s <a href="https://www.michigan.gov/mra/0,9306,7-386-90191-560823--,00.html">2021 Veteran Marijuana Research Grant Program</a>, and is funded by the state’s recreational cannabis taxes. With a goal of determining the “the efficacy of marijuana in treating the medical conditions of United States armed services veterans and preventing veteran suicide.”</p>
<p>The Michigan grant makes it the second clinical trial to give cannabis medicine or placebos to participating military veterans, and according to the Chief Science Officer of the MAPS Public Benefit Corporation, Berra Yazar-Klosinki, PhD, the first trial was a great success.</p>
<p>Now, with the commitment from Wesana Health, MAPS’ research on MDMA can accelerate as well.</p>
