NORML Wants to Hear From Cannabis Consumers: Here’s How to Shape Marijuana Policy in 2026

The cannabis reform movement has a new way to influence lawmakers and policy at every level of government, and the organizers want to hear directly from consumers.

NORML (the National Organization for the Reform of Marijuana Laws) has launched its 2025 Cannabis Consumer Survey, inviting people who use cannabis, recreationally or medically, as well as those who do not consume, to share their experiences, concerns, and policy priorities.

The survey takes about 10 to 15 minutes, is confidential, and will be used to shape NORML’s lobbying and advocacy strategy for 2026. Participants who complete the survey before November 15, 2025 at 11:59 PM ET will be entered into a drawing to win a $100 NORML Store gift card.

Why NORML Is Collecting Consumer Feedback

The cannabis landscape is changing rapidly. More states are legalizing or expanding medical programs. Federal rescheduling is being debated while NORML continues pushing for full descheduling, meaning cannabis would be treated more like alcohol than a controlled substance. Workplace, housing, firearm, and parental rights for cannabis consumers are increasingly contested areas.

“Nobody knows the reality of cannabis laws better than the people directly affected by them,” NORML says. “Your voice helps us advocate more effectively in Congress and in state legislatures.”

What the Survey Asks About

The survey explores topics including:

  • Federal reforms such as rescheduling, descheduling, and banking access
  • Workplace protections for off-hours cannabis use
  • THC potency limit proposals
  • Expungement of past cannabis convictions
  • Access to legal cannabis versus unregulated hemp-derived cannabinoids like Delta-8 and Delta-10
  • Medical access issues and patient rights
  • Consumer discrimination in employment, housing, parental rights, firearms, and other areas

Respondents can also rank what NORML’s top policy priorities should be for 2026.

Why It Matters

Public opinion is one of the most powerful drivers in cannabis reform. NORML routinely uses survey data to:

  • Build reports used in legislative hearings
  • Demonstrate to lawmakers what real cannabis consumers want
  • Push back against misinformation and stigma
  • Show where the public supports policy change

This is not a marketing survey; it is an advocacy tool. If you have been frustrated by cannabis policy, pricing, access, or discrimination, this survey is a direct line to the people working to change it.

About NORML

Founded in 1970, NORML is the nation’s leading nonprofit dedicated to ending marijuana prohibition and protecting the rights of consumers. NORML has a network of state and local chapters working to legalize cannabis, expand patient access, and push for widespread expungement of past convictions.
