To create budder, honey-flavored cannabis oil has to be first made, then processed into a glass or shatter before being extracted into budder with the aid of butane or CO2. This is important because a chemical solvent is needed for the extraction of the THC, after which air pressure and heat are then applied to eliminate the leftover solvent, budder is then extracted when the cannabinoids begin crystallization.
